Agency Overview
New
River Valley Community Services (NRVCS) is a public provider of behavioral health services to
residents of the New River Valley. The agency serves
children, adults and families by providing
community-based programs for mental health, mental
retardation, substance abuse and prevention
services.
Established
in 1969, NRVCS serves the counties of Floyd, Giles,
Montgomery and Pulaski, and the City of Radford.
Each of these localities allocate an annual amount
of funding to NRVCS and appoint representatives to
the agency's Board of Directors.
New River Valley Community Services is part of a
state-wide system of Community Services Boards,
which serves residents throughout the Commonwealth
of Virginia. NRVCS is also a proud member of the
Virginia Association of
Community Services Boards.

MISSION STATEMENT
"New River Valley Community Services provides
community based behavioral health services that
promote independence and improved quality of life
for our citizens."
Our
staff and volunteers are dedicated to the following
principles:

Empowering individuals, families and the community
to have a healthy and productive life;

Providing an array of services in an efficient and
effective manner that support the needs of citizens
of the New River Valley;

Educating citizens regarding mental health, mental
retardation and substance abuse; and

Respecting and preserving the individual dignity of
all citizens in our community by providing our
services in a fair and professional manner.

BOARD OF DIRECTORS
New
River Valley Community Services is governed by a
13-member Board of Directors. Board members are all
volunteers and each are appointed by one of the five
jurisdictions served by NRVCS.
The
board meets the fourth Thursday of each month at
7:00 p.m. Meetings are held at the NRVCS Montgomery
Center (700 University City Boulevard, Blacksburg)
unless otherwise noted. All NRVCS board meetings are
open to the public.

PROGRAMS
Services at New River Valley Community Services are
offered through four different units: ACCESS
Services, Adult & Family Services, Child & Family
Services, and Financial & Administrative Support
Services.

FUNDING
A
majority of the agency's funding (approximately 60%)
is obtained through fees for service. Most of this
is generated through billing Medicaid and
third-party insurance.
NRVCS is also partially funded by the Virginia
Department of Mental Health, Mental Retardation and
Substance Abuse Services, the federal government,
and the five local jurisdictions. The remainder of
funds come from grants (federal, state and private)
and contributions from within the community. The
agency has a 501(c)3 subsidiary corporation -
Mountain Empire Services of the Southwest, Inc. -
meaning that all contributions made to NRVCS can be considered tax-deductible.

ACCREDITATION
In
2003, New River Valley Community Services was fully
accredited by
CARF,
the Commission on
Accreditation of Rehabilitation Facilities. The
three-year accreditation status means that NRVCS
programs have demonstrated that they substantially
meet internationally recognized best practice
standards.
The agency is also licensed by the
Virginia Department of Mental
Health, Mental Retardation and Substance Abuse
Services.
